I like your theory. If the Timmy look like appear in second season and have an episode focus on him. He might reveals that his biological parents were Ma and Pa Turnbaums. He may or not kept his parent’s surname or change it to his adopted parent’s last names so people won’t bullied him for being a son of criminals.
