Sir plz clear , I think :- 1. IPS officer is more powerful individual all of career bcz asp, sp, dig, IG, ADG, DGP all are power ful and they have bodyguard more than IAS .
2. IAS officer are only power ful when they are DM, Division commissioner, home secretary, chief secretary but other than these post they are having only desk job and they don't get more facility compare to all IPS rank .

IAS only the post of D.M are only powerful not at the post of secretariat .
Even at the post of D.M he/ she is not the boss of S.P .
IAS officer are powerful at the post of D.M. because at the post of D.M they are directly link with the people and many department of the district comes under him .
But S.P Carrey and look over single department crime and law and order . But always remember that single crime department is not a little one that's why the post of IPS so important . Even a single murder or rape case led's to amid protest and creates tension in society . Who can forget the 2012 gang rape of Delhi Nirbhaya . ????????????
The D.M that controls the department are also important but to control the single crime administration as a IPS officer is a big task and it is more important and challenging than any other departments .
You think if the crime department is not much important then why government made a special service IPS ( Indian Police Service ) for this .
IAS officer are transfer from one department to another such as industries , education , health , coal etc .and we can also say that" they are jack of all trade but master of none " they are also very less popular as compared to IPS officer because u see there are hardly any movie which is based on IAS officer but you always see a movie of the police officer in positive role e.g. Singham , Simba, Dabangg , Garv, and even webseries like bhaukaal etc .
The post of secretariat is powerful than IPS till 1965 because the (ACR ) annual performance report of senior most IPS officer are written by him like the ACR of dgp police are written by chief secretary .
But the system are now changed . The following is the rank of IPS officer and their ACR are written by only senior most IPS officer or Home minister .
S.P / SSP -. Written by D.IG .
D.I.G -. I.G
I.G.-. D.G.P
D.G.P -. Home minister of State .
And also when you join IPS your peeks gets increased by your promotion . Suppose if you became dig from SP you get more bodyguard , servant and big bungalow , same thing takes place again if you again became I.G from dig then your number of bodyguard and servant gets increase .
But in the case of IAS officer this things not apply they get big bungalow and lots of servant only at the post of D.M and divisional commissioner even at the post of secretariat they don't get bungalow like D.M . And IAS officer became DM only for hardly 4-5 years if they transfer to another - another department like health , education. Industries , coal, animal husbandry , etc then they don't get much perks and even bodyguard .
And you also notice that if you ask common people who is the chief secretary of State many of them don't know but if you ask who is the D.G.P many of them know him this is called power of uniform and post .

Yes in Gujarat many DGP renk IPS officers posted.... But the 1 DGP is head of hole police department and hs called DG&IGP i also see this in Front of them..

गुजरात में IAS को डीएम की पोस्टिंग मिलने में कम से कम 7 से 9 साल लगते हैं वही IPS को SP की पोस्टिंग मिलने में 3 से 5 साल लगते हैं
लेवल 13 और 13(A) के समकक्ष IAS को ही DM के रूप में देखा हैं अब तक वही 4 इंक्लूडिंग ट्रेनिंग IPS SP की पोस्टिंग पा लेता हैं। और Addl.SP जैसा कुछ नही गुजरात में।
इंडिरेक्टली एक IPS अधिकारि गुजरात में काटने टाइम के अंदर SP बनेगा वो एक IAS को DM की पोस्टिंग मिलने से कम हैं।
IAS के लिए गुजरात में पोस्टिंग इस तरह होती हैं
SDM फिर DDO फिर किसी डीएम वाले रेंक पर किसी मंत्रालय में और फिर DM की पोजिशन
और IPS के लिए
Dy.SP/ASP फिर SP लेवल पर प्रोमोशन और कमिस्नरेट में DCP फिर SP
