To make myself perfectly clear - my statements reflect what I observed waiting to cross Chavez Blvd, Tuesday- Saturday twice a day for 12 months.
the problem is car headlights are too bright these days. The contrast spectrum of the human eye is not wide enough. Those bright headlights causes the iris to close down, making dark objects even darker.
It’s better to have reflectors on parts of you that move more. Like on your arms, legs, and feet. They make reflective snap bracelets that you can put on your arms and ankles

Imagine not having proper street lights at crosswalks.
