+Эдуард Донченко It usually takes more than 3 weeks. Of course, It depends on your conditions( Temprature, Humidity, Light etc.). Do you use artificial lighting?

Yes led bulbs to plant temperature of 20 degrees they are in closed Pashkevich boxes with transparent cover

Increase temprature up to 30 degree and also there is possiblity that your seeds are not fresh.
