In other words, he was probably the guy who put in the prompts for the rest of the dialogue.
It sounds like cheap voice actors reading lines written by non-english speaking devs. They read it badly, get no input nor direction from the devs, and this is what you get. You hear a lot of it from bad mobile game ads.
