This is awesome to see. I have a similar plan for an alternate history CNW in HO scale, albeit still set in the mid to late 1980s. Basically I set it up that they actually managed to find funding to refurbish and extend the Cowboy Line, and through a partnership with Western Pacific, actually bridged the gap between CNW's western terminus at Lander to WP's eastern terminus in Salt Lake City to create a relatively straight run from Chicago to the Pacific Ocean at San Francisco and Oakland, and in turn they acquired the WP in 1980. The acquisition of the WP and some of it's older EMD power permitted the CNW to trade those locomotives in for GP60s and SD60Ms. There's also some miscellaneous alt-history concerning CNW contracting the Santa Fe to rebuild some F units into CF7s because I like the CF7 and an entirely fictional steam program but I've already rambled enough for one comment.
There are so many interesting 'what if' points in the history of the CNW. The Cowboy Line is a good one, because they did explore getting federal loans to update the line at one point. Another one I wonder about is what would've happened if CNW won the bidding war for the remainder of the Milwaukee Road over the Soo?

Do love the alternative history concept. How high is the upper deck. Just wondered if you could nod under the upper level and thus only need the swing gate on the lower level.
