According to Sr Lucia, the consecration by JPII in 1984 was accepted by heaven. Maybe you're unaware of that fact. She clearly mentions it in her memoirs. After that consecration, within weeks a major blow happened to the USSR's fleet and ammunition plant happened plus other following things. Finally the USSR collapsed.

I believe the 1984 consecration was accepted by heaven and efficacious, resulting in the changes you mentioned, etc. However, its still did not follow exactly what was requested in 1917 and 1929, hence why we do not have the full promised benefits of the era of peace. Also, the full Third Secret relating to the crisis of faith in the Church has not yet been released either.
Dr. Haddad, so the consecration of Russia was not done properly by Pope Francis in March 2022?
Reflecting on this question again, I would say that Francis' consecration was the closest so far as per Our Lady's requests but still falls short on intention, meaning that Our Lady's original request was that the consecration should aim for Russia's conversion which would result in peace, not for the intention simply of securing a peace without Russia's conversion.
