All cars have been upgraded with the stage 3 performance and handling upgrades and have been reduced if necessary. NOS has been used and all the cars I've tested used manual transmissions on King assist.
The best time a vehicle can achieve determines how good it is and therefore its place within this list.
Each vehicle was taken on Autobahn B multiple times, with the best time being recorded. For most vehicles this equates to about 5 tries per vehicle, but can often be more to ensure the absolute best lap time has been achieved with the vehicle.

Tried DBR9 recently...
So, I like everything about it, the speed, the acceleration, the power, the fact that it barely takes off where others jump, it's just great overall. Except for one thing though: the handling. It's just too damn slippery for me to like, especially on Nevada, where I took that high jump on it at nearly top speed and didn't wreck my car. So why oh why oh why did they make this car so perfect but then screwed the handling at high speeds this badly? Why didn't they make it take turns as tight as, say, a Z06 does? Guess I'll never know.

Umm... Why is there an Agera R on the thumbnail when the game has only the CCX? Nonetheless, I genuinely wasn't expecting the GT2 to be this low (considering its understeer actually allows me to tolerate the GOSH DARN Nevada Highway regular Speed races) and the Ford GT to be this high (because of how much oversteer it had and how ridiculously bouncy its suspension was)

how should I understand why car needs to uninstall some parts like suspension or tyres? in which cases, depends on what?
I heard a long time ago, that some cars require to uninstall gearbox. but why and for what?
I wouldn't worry too much about the reason why some cars' stages need to be reduced. Everything has been documented in the spreadsheet file that is in the description.

DBR9 is so bad at Handling and it Can't tuning up in practice mode
I wouldn't say the handling on the DBR9 is bad. It's just a that too twitchy but certainty not bad for a car that cannot be tuned.
