I have repaired Vespas with surface rust by just rubbing down and finding car aerosol cans of a matching colour. For instance a Vespa 90 was a really good match to a Ford colour. However a really rusty front mudguard has to be replaced with a new one. Side panels can be be repaired by a little bit of hammering then using some filler to smooth the shape. Paint them a different colour from the frame with car aerosols, and if you are really ambitious, paint them with the Italian flag colours if it looks OK with the frame colour.

Best buy italian made machines though the Spanish ones are also good and can be a little cheaper . Machines restored in the UK are generally good , but never ever buy a restoration from Vietnam or India - can look pretty and seem like a bargain but in usually terrible condition under shiny paint . There's lots out there so you can afford to be choosy.
