Yeah, delivering stuff to the wrong place, and then blaming the victim because the victim was unable to respond, or responded late. My friend Jim recently had some debt collectors steal all the money out of his bank account without warning. Then, much later, he finally received the letters informing him that they were going to do this. They were supposed to inform him a month before doing it. They claimed they were unable to reach him, but in reality, they never even tried to reach him, and he saw that the date postmarked on the letter was past the date it was supposed to be, as in, it was mailed 'today' when they were claiming 'we mailed this a month ago,' that kind of thing. So it's a way of getting the victim into even more trouble, framing them for avoiding arrest or whatever you want to accuse them of doing, because they failed to respond to their paperwork that they never received.
This is just another reason we need to privatize the police and adjudication services. No private company would consider dropping off that stack of papers to the wrong person as being served. And if they did, they wouldn't stay in business long, and no private adjudicator worth his salt would consider that as served.

Adam, you shouldn't even have gone near that stack of papers let alone pick it up. Instead of videoing the encounter, have a lawyer on video call and do exactly what he tells you. I am afraid they'll put you on the hook for this one somehow.
