Spire should be 8 for difficulty as their deck programming with Fero/Bio-mancers and with MoF is far behind the WD now Imho. With Orks it get easy as you dont have to chant the battlecry with 3 markers + chants are not so important now and only some of units are ''Must -Chanting'' makes planning more fault-resistant..
OD is one of the easiest factions to learn but one of the worst to learn against. I have had several players get bummed by how poorly their units work and I had to tell them that against anyone else, they would be doing X number of wounds more due to resolve.
