I've got an idea for chopping the wire initially. An electric planer mounted on its side with the discharge down. Mount a throat plate on the planer so that you feed the wire in from the front and a bag below to catch the discharge. It should make the wire a nice consistency for the hammer mill.
Wow, so much equipment and work... This looks like nice hobby and fun... I think, burning it and melting in furnace is more effective... Whatever makes you happy... How about "old school" sluicebox? I am hobby prospector, I also made 3D printed bluebowl, not using much, sluicebox does the job faster...

I am sure that you know this already, but a few drops of dishwasher rinse agent works the best for breaking the surface tension
I agree more dishwasher agent would of been better, I used little bit but it wasn't enouph
