I am 13. Almost got hit by a boat by that when I was age 11. They were doing it to get my Dad's attention, which was a dumb way to do it. My Dad hated when the Okinawans would annoy us and say "Fisherman only"
Killing baby fish is sad to see. Those parrotfish are just way too young. Most of us spearos care about conservation. Killing fish before they can breed is not acceptable. Shame.
