Plenty of rappers can. Technically, Em has gotten top-tier. But he lost what made him special in achieving that. 24 years later and I'd still rather go back and listen to MMLP before I turn on anything Em has done recently. He's just rapping to rap now, and that's fine. But Em was special when he still had the Mr. Don't Give A Fuck attitude, said whatever he wanted to say, and was actually talking about topics people could relate to. Em has nothing to say on that level anymore. He chose technicality over relatability, and overall he's worse off for it. That's why whenever someone talks about how great Em is/was or whatever, they always go back to the early 2000's because that is what Eminiem was. Ask someone who says they're a fan of Em to recite some of their favorite lines, and no one is going to give you anything from the last 15 years.

He still made songs like darkness, legacy, beautiful pain, beautiful, detroit vs everybody, guts over fear, somebody save me, the whole Recovery album is relatable to rehab and healing from drugs. And he talks about the culture, that criticism to Cole Kendrick etc... or Diddy and tupac and biggie. He still has that attitude when he talks about Epsteins list, Candace owens, alec baldwin, boston marathon, the ariana grande incident. His life is normal now, he dont walk in the streets or the clubs + he's 25 years into his career. He has almost nothing to say so he put all his effort on skills, he already talked about the stuff you are looking for
