- A collection of community groups claims the Phoenix PD has had obvious problems for years, the evidence was everywhere, and city leaders who claimed they didn’t know are lying to the public.
Qualified immunity means that cops are held to a lower standard than the average citizen, for whom "ignorance of the law is not an excuse".
Or no standard at all.

If government employees aren't held accountable for civil rights violations, none of us have civil rights. It's just words on parchment.
It's apparent that whenever a department says it believes in transparency that they're actually amenable to cover-ups and obstruction.

Arizona and Phoenix in question has the worst record for civil rights abuse and police shooting and no suspect police officers held to account abolish all qualified immunity in all states.

The citizens and victims should file a class action lawsuit against the city the department and each officer involved .. include the Arizona POST for failing to intervene and decertify corrupt, crooked, Brady listed thugs in uniform . They are failing to do the job they are entrusted to do.

This is standard practice for departments all around the country. The only reason officers need qualified immunity is because they know they are breaking the law. They have every officer and government agency backing them up and covering for them, If you're not breaking the law, why would you need qualified immunity??
People need to be fired and jailed.
Law enforcement as a whole needs to be Restructured. Higher education requirements (A 2.0 GPA, well below the average, and 16 weeks of training is all you need to be a police officer in most states. The government has actually passed rulings that law enforcement can deny somebody for being to smart, the national average IQ score for police nationally was 21 to 22, the equivalent of a 104 IQ). Medical evaluation for Health and Steroid usage (steroids are known to increase irritability, anxiety and aggression and cause mood swings, with symptoms of paranoia and lack of emotion), psychological evaluations annually, and Term limited Civilian Oversight board.
