Retrofit Coordinators in Funded Retrofit - Defining their role

Should the Local Authorities and Social Housing Organisations employ their own Retrofit Coordinators, or is it better for them to contract these professionals on a project-by-project basis? What are the differences, and how do these organisations decide which is more suitable for them? On another important note: what should this cost?
