Dragon knight never seemed like it was based off of undyne until Dragon RIDER came out with the energy spears and a move that's straight from the character being able to summon spears from the ground. and again this video came out BEFORE the uber did

Corvo Attano that ball turns your Spear into a Fairfrozen which gives your enemy cold and you get a free move named Subzero Strike, the spear YOU might be talking about is probably the Sanctum Spear and you get it with Church Knight
