Piraka is a Vulgar term for _Thief_ and/or _Murderer_ in the Matoran language, so calling them Gangsters is fairly accurate.

A normal thief would try to quietly sneak into and out of a village; a Piraka would set the entire village ablaze to cover up a theft. A normal thief would try to attract as little attention as possible; a Piraka would murder anything in his way out of pure spite.

With that said, I did mention it was a vulgar term so it would be stronger than the terms characters would normally use in polite conversation, hence the description of them as "worse than normal thieves".
