It is not economical to use steam power system on middle carriers. Steam propulsion system is heavy and it takes lots of space. But as the replacement grows its advantage in potential of power expand and thermal efficiency will crush diesel or gas turbine.

Type 001 had been declared training purpose ship and had engine issues with it.
Type 002 is compelled to use old and obsolete tech carrier landing enabled aircrafts because its a ski jump aircraft carrier. Thus, it is likely to be used in a defensive role in South Indo Pacific region (so called South China Sea by China).
Type 003 will be the only threatening development needs to be taken care of by Indian Navy.
China is also building the 004 and 005, at least one of which is a 100,000-ton nuclear-powered carrier, and the 076.
