@@JJKfan.. not a low ball, I measured a room, than measured how long it took him to cross the room and realized he really does just instantly accelerate to 40 mph from a perfect stand still, additionally, from paying close attention I learned that he struggles to comprehend moving at this speed and most of his fighting is knowing where you are going to shoot or strike and throwing himself out of the way. It does show his intelligence being he can calculate his movements nearly perfectly though. It is also part of why he struggles to dodge an RPG-7 in his fight in the dark sense they fly at just under mach 1.

Head cannon is that Wesker got taken into the Entities realm and could easilly instakill all of the survivors like this but has to play by the rules of the entity to feed its hunger for the survivors prolonged suffering. And it wouldn't be that fun for the entity if Wesker just instantly ended the match like this over and over.
I always think about every time I'm playing RE5, specially after Wesker realizes that Chris and Sheva are watering down his plans, "why doesn't he just snap Chris' neck?" Is so stupid xD
