They did this so they could keep a hold of Congress in the event of a Hillary win (which you can't deny everyone had expected for a pretty long time). In fact, were it not for tons of court rulings leading into the election trying to prevent this sort of thing, it would have looked like a landslide for Republicans instead of a squeaker. An impression had nothing to do with it, and saying it does isn't hurting anyone though you might come in your hands thinking so.
