Living in a car isn't as cheap as people think it is, between extra driving, buying prepared food and extras like showers, batteries, disposable goods it often ads up to at least as much as shared housing.
Also she's making bad work choices because she doesn't have anywhere to leave her dog. The low paying remote job is necessary because she can keep her dog with her and Uber eats just turns car depreciation into temporary cash flow then you end up with a worn out car worth a fraction what you owe.
Take advantage of the remote work situation and find someplace cheap where you can find extra W2 work and stop screwing around with driving gigs that pay under minimum wage after costs.

Relocating to the Midwest could be a good option in order to get back on her feet. I recently visited my son and a friend in Emporia, Kansas and was surprised by how much cheaper housing is compared to Las Vegas where I live. They pay under $600 for a 1 bedroom apartment and gas is over a dollar cheaper there as opposed to Las Vegas. I pay $1,800 for my mortgage and HOA combined for a 2 bed, 2 bath townhome. I would live to move to Emporia but the wages for my field of work are much lower there and I would be taking quite a large pay cut so I don't think it would be beneficial for me at this time.
