Because, we cannot turn them as adjective in such cases, like a brush that paints, makes no sense. Again, if we look at another example: 'The old man uses a walking stick. ' Here also, the 'walking stick ' is a compound gerund, since it cannot be transformed as ' a stick that walks '. Again they both are used here as objects of transitive verbs. As the first one, 'I bought a painting brush', bought is a transitive verb and 'painting brush ' is the object of that transitive verb 'bought'.
