Our village is ~40Km, so between an hour to 90mins.

why don't you dig ditches and divert water away from critical places?

Good question. Digging drainage trenches (and adding a culvert) would be ideal and on our list...still need to negotiate with neighbors since there's not an ideal place to divert the water (can't flood the rice field).
