They are waiting for the delivery of a box of catnip? Maybe some diced chicken from Uber? Or maybe they want to go outside?

That's the problem...we have to lock that outside door when the inside door is open so a delivery person, or a stupid door to door salesman (yes...we actually have those still) doesn't open it and potentially let them out.
So, if I am expecting a package, which I used to a lot when I was still part of the Walmart reviewer program (I still am, but where I used to get like 5-6 things a month, I now am getting 1 every 3 months..and all crap), the cats can't be out there since I want the package left inside, away from the elements and prying eyes of would be porch pirates.
