I haven't seen anything under $1,000 in quite some time. If you did find something at that price, I'd be wary of taking it down whitewater of any real consequence. It's worth the price to have a boat that you can trust. Better to get a decent used whitewater boat than a really cheap new one (unless you can find one on clearance somewhere of course, but that's unlikely these days). I think Liquidlogic is the least expensive option at this point. Their boats are $1399.
