Juggernaut is the penultimate boss in this game. He is a non-selectable character in this version of it.
===== About Juggernaut =====
A well-known, famous and powerful Marvel villain. Looks as if he went overboard with the steroids.
In COTA, he is very powerful with super armour. Being a large character, he has incredible range for some of his punches and kicks, and inflicts high energy depletion overall. His "drawbacks" are that he is a big target and that he recovers slow from some of his basics. His movement and mobility is actually quite fast.
His Earthquake special move actually has a lot of priority (despite not looking it); his Double Power Punch inflicts massive depletion (especially when he's powered-up!); and when he has the metal girder, the range of it is ridiculous.
===== Additional Information =====
---- When you complete the game with Juggernaut, it will end up on a screen with him, Magneto and some X-Men soldiers standing, with Juggernaut in a flawed colour palette (looks like Cyclop's colours). The game will be stuck on this screen and will not progress.
---- On most backgrounds, two beams appear in the foreground along with Juggernaut. The beams are part of his character.
---- As there are only 2 metal beams for each match, it obviously means that Juggernaut can only pick up to 2 beams per match.
---- On some backgrounds, there are no metal beams
---- When Juggernaut has the metal beam, only his standing basic [P] buttons make use of the beam. The sheer range he has with it is ridiculous.
---- Juggernaut is the only character in the game to make use of a foreground object to use as a move.
---- When playing as him in single-player mode, you do not get to fight CPU Juggernaut.
---- Despite being an unplayable character, he can appear on the Continue screen perfectly.
===== About X-Men COTA =====
This was Capcom's first ever attempt at making the Marvel franchise as a 2D fighting game, and they passed with flying colours. The style, graphics and animation still holds up even to this day. Make no mistake, this is some of Capcom's finest work. - Ігри

The fact that he randomly pulls a steel beam out of the ground and beats his opponents in the head with it is quite comical
I wish he could do this in MvC2
Not only that but he manage to grab the defeated opponent from wherever he is standing after wards.
So in the end, Juggs changes outfits while Magneto just stands there with an epileptic seizure? Ooooooookay.....

Rarely when you beat as both Juggernaut and Magneto, there is a text quoted by Wolverine, "NOW MAKING X-MEN COMING SOON CAPCOM" in full-width, which is a leftover from Location Test.
Best standing kicks in all the land . . . . . RageQuitter has good stuff on his site about this game.
His "ending" reminds me of what happens when you beat SF2: Champion Edition (SNES hack) with any of the bosses at difficulty 4-7
The game just gets perpetually stuck on the "ending"

M.Bison vs zangief or juggernaut vs magneto I don’t care who you are but yes as very slow & clunky as they both are they most definitely make up in power when hitting you with a beam or a spinning pile driver you ain’t getting by either . Bison & magneto are high flyers & can move around all over the stage sure but zangief or juggernaut will mostly win with their brute strength & non moving body . Only reason why I didn’t say colossus is because he is a little bit more agile when moving around & can somewhat fly around but not by much with his shoulder charging moves & aerial charging attacks he can fly around that way

I hope the MCU brings this version of Juggernaut into it where he is not a mutant and an unstoppable force that isn’t beaten by kitty pryde
I still think she's one who could beat him. OK it wasn't done all that well but I think she's got a better chance than even insanely powerful X-Men like Storm or Iceman.
At least they X-heroes won't work on the juggernaut

Totally agree on Rogue.
But EMP are not that big of a deal, even in real world a lot of devices are shielded from EMP, also is mostly temporary, so I don't think a lot of people will die, I think Scott said "We will go back to the middleage ifwe don't stop Magneto" wich is bs.
Also i Magneto was really that deadly, like change the magnetism of Earth, Storm would be completely useless, again with no powers or at least totally messed up.
