I don't think you noticed, but while Isha was running, she put in two extra hextech gemstones into the gun, with 3 in all, so when she shot it it had 3x the power, and kinda just exploded in all directions as you saw. I'd like to remind you that powder also put 3 gemstones into her monkey bomb that killed everyone, so the power of Isha's shot should rival that.
you touched on this but yeah, ambessa most definitely has final say. I think the “control” she gives caitlyn is more of a mirage. We’ve already seen her go behind cait’s back to do things caitlyn doesn’t agree with without telling her first. At the end of that scene she says “the choice is yours commander” but in actuality ambessa is really manipulating and guiding her toward one outcome
I know… Everything about it hits so unbelievably hard, which I found myself shocked by considering I didn’t really like Isha that much when she was first introduced. Now I see what she symbolizes: redemption for Powder’s original mistake. Powder used the same amount of hex crystals when she accidentally killed Mylo and Claggor. She didn’t know the amount of power they held. In this case, Isha did. She knew that she was going to die- She wanted to be like Jinx; to go out as a reckless, selfless hero. In doing so she corrected Powder’s mistake.

This is probably my single favorite episode of the show
