The silicon wafer is coated in a photoresist material, a material when exposed to light loses it's resistance, the parts that have been exposed to light form circuits due to them no longer having any resistance,. They are then cut into dies/chips and put into their pin housing.
Thanks for posting but this is a pretty terrible video. That is not how they make Si ingots and that is just an insane over simplification of the adding connections step.
