I use to use MPEG Streamclip for this kind of thing -- I usually would just convert clips so it'd be rare I'd need to merge the VOB's but this is a great idea in general. I'd not heard of Hybrid at all so I'm definitely going to look at using it. I've used Virtualdub2 in the past but I like how Hybrid arranges everything here. (Seems quite powerful!)

With CCIR (NTSC/PAL/SECAM without color), the lower Field comes first, and then the upper Field, because it starts with line 2 and only in the second pass do the odd lines come from line 1. However, there are software programmers who don't know this, which is why you have to try it out. I wouldn't use AI free deinterlacing anymore today. I've never bothered with deinterlacing, but I've only had to delete one TV show on YT because of unusable picture quality. I always do PAL uploads as MPEG2 in 1080x1440i50, because with AVCSD or MPEG4 the brightness is much too dark after YT processing, which is not the case with MPEG2. It could have been mentioned which minimum Windows version is required for the programs.

I was hoping for a short clip showing before and after.

With any luck, the ability to save and recall presets will be added. Whoever designed Hybrid’s UI hates humanity.
edit: I think you've got your height and width mixed up in the upscaling step? In X by Y, X is the horizontal value, not the vertical. 14,000kbps is an awful lot to throw at 720p, so I get the impression that you were aiming for a 1440x1080 4:3AR upscale? And since it's going to be played on a computer monitor, I always set the Input PAR to 10:11 (or whatever best applies to the source) and the output to 1:1.

The Hybrid interface isn't as straightforward as something like Handbrake, but it can do a lot more. And it has given non-programmer type people a way to use these filters without creating AVS scripts. Selur has done an amazing job at making these tools accessible to people who would otherwise not be able to use them. I do these short Hybrid walkthroughs in some of my videos to show that it is not hard to use, but needs someone to show you how.
Regarding the resolution, yet I think I should have made it 960x720. I normally use this list to remember but forgot to check: www.wearethefirehouse.com/aspect-ratio-cheat-sheet
Re the Input PAR the software detected it as 8x9 so I left it like that. Regarding the Output PAR, I have read different things but am interested in your view that it should be 1x1. The original resolution is 720x480. When I change Output PAR to 1x1 (square pixel), the resolution changes to 720x540 to compensate. Which is good, because this ratio becomes 1440x1080, which is Full HD 4:3. So, I guess that is the right thing to do if watching on a computer screen/UA-cam. What would you recommend if watching on a television, either as a Blu-ray disc, USB stick, or Jellyfin network streaming?

This is wonderful, thanks! I skipped the first stage because my friend copied from his tv straight onto dvd. But he put more than one show on the dvd and thus I don't want to merge all the vob's and I don't know how to ascertain which vob is the important one or two because the segment of the show is the second or third segment. How can I work out which one or two is relevant from the vobs, please? I'm using my macbook pro and so far it's going ok. I've yet to find out if the 3 video help downloads you mentioned, are available in Mac format, otherwise I'm a tad stymied! Thanks in advance.

VLC on MacOS should be able to play VOB files so you can see what is on each file.
To change the container to MPG, the old MacOS software MPEG Stremclip is supposed to work but you will need the QuickTime MPEG2 Playback Component as well. Not sure if it will work on newer Mac. See the discussion here: forum.videohelp.com/threads/378170-How-to-convert-DVD-VOBS-to-MPEGs-on-a-MAC-Similar-to-VOB2MPG-with-Windows

I discovered that my DVD content are not interlaced but telecined, how can I fix that?? It's the same procedure as interlaced??

Hybrid can handle this, but I have never had to use it.
      In Hybrid, go to Filtering--(De-)Interlace/Telecine.
And then change Overwrite input scan type to Telecine.
There are a bunch of options so I would leave everything as default and see how it goes.

It could be interlaced, not always though.
