The rust is probably due to being by the pool. Chlorine eats up the metal.

Is it best to fill with water, sand, or polymer/water mix? If water is used and it’s drained for winter, will it stand up without falling over in wind?

I never put water in the base of mine, and in high winds it can tip over.
