If you say "no" to Bowser's offer of presents, he only throws own like 2 or 3 Bowser Spaces. Saying "yes" makes him throw down 5 or 6. Basically if the captain is losing and getting desperate, he can say "yes" for a bigger shot at Ol' King Koopa shaking things up and turning the game around. Rarely happens, though. The game already does a good enough job picking winners and losers via "eenie meenie miny moe."
