What kind of role is it supposed to fill?
The ESB has been “sea base” and not mobile base since the 2016 SECNAVINST 5030.8C
(5) Expeditionary Support and Seabasing Support Ships:
(a) Afloat forward staging base (AFSB).
(b) Dry cargo and ammunition (AKE).*
(c) Expeditionary fast transport (EPF).
(d) Expeditionary sea base (ESB)

This ship and others should still be in commission .
I was mortified to see that they deploy the small boats one by one with a huge, slow crane which is time consuming not to mention dangerous in high seas. Cant believe SO guys signed off on that. ESD platform in my opinion is more efficient.

Doesn't this ship, semi submerge like one of those ESD ships?

No, the hull is based on Alaska class tankers but this hull was built this way from the beginning.
