The torque sequence is due to the recoil lug, if you tighten the front first, then the rear, the front screw pulls the recoil lug against the stock and seats it place, then the rear screw pulls tension against the front. But if you alternate, the rear screw pulls the action in weird directions.
For best results, follow the directions, if they use an unusual sequence, it's for a reason. You may not be getting deflection from the dial indicator, but I would be concerned that the action isn't actually seated solidly against the lug, and will move under recoil. Those tiny screws aren't meant to hold against recoil forces

I’ve had one in .308 and one in 6.5Creedmoor, now I’m saving for the PRC. Out of the box they’re good and with just a little tweaking they’re awesome. They are ammo picky and like all rifles will reveal what they like with careful hand loading. It’s actually so easy shooting it at 1,000 yards that’s it’s boring and that’s in the factory Accustock that I’ve tweaked for fit. I’m going to be going with Weatherby for the 6.5PRC just because I want to fiddle with something different and it’s been awhile since I fiddled with one. I’m pretty confident yours will shoot under MOA once you find which round to feed it Brent, don’t forget to check headspace.

Remington 700 with a Knoxx Axiom stock is all I've shot for almost 12 years. No Axiom was offered for a Savage so I went with the 700. LOVE it when I can send 100+ rounds down range and next to no recoil felt.

Hey something I have found over the years with new rifles is a burr in the barrel crown . I have 3 sizes of brass balls soilder to spindles . Clamp rifle in rifle vice or what ever . Chuck ball size of choice medium valve grinding compound on end of ball . 3 or 4 rounds forward 3 or for back . Keep going until crown is cleaned up works wonders . If that’s not it you still haven’t hurt a thing

Handloading is where accuracy is made. If you have a good barrel... neither of my savage barrels were. I used an aftermarket barrel and was very happy to see a 3/8" group while fire forming brass...

Not sure if there are multiple rifling twists available but a tight twist on a long barrel would give you bad groupings. Since there aren’t any keyholes it not lacking.

There are a few things to think about while your insides make a TV show. First...floating barrels are good with thick barrels. These lower quality rifles actually like glassed in stocks. Remember some of the most accurate military rifles have thin barrels by comparison and have full-length wooden stocks that encase the barrels.
Your making the right choice testing other ammo. Norma has never performed for me in any platform.
Your torque screws preload the action. Bolting it down with the bolt IN! Retains the bracing of the action. The bolt is the spinel cord of the action. The exterior is the rib cage. When you engage the bolt lugs, it also transfers torque at the back of the action. Install with the bolt seated.
I am not certain what magnification you used while sighting in. Is it a single or dual focal plain?
What adjustments have you done to the accu- trigger? Is it still above 4lbs that the factory normally has it at?
This is just my opinion....if the accuracy is that touchy from stock bolts. The recoil would be disastrous to its accuracy. If the ammo alone doesn't correct this issue, send it back.! These affordable fire arms are as bad as hydrolic cams!

I've got the same stock. Got it on black friday and love it. Even the QD slots on the rear are in the correct place for a proper sling mount so the rifle doesn't hang weird. Just wish they put a second QD slots in the front so I didn't have to buy a mount. Mine has a tight magwel though, I'm hoping it breaks in a little.

I noticed the mag well is tight on this one too. But it doesn't rattle like the factory one.

I have this same gun in a 6.5 Creedmoor. I bought it because it was really inexpensive and I already had reloading dies for 6.5. I have a lot of firearms to choose from but this is now my favorite to shoot. I have hand loads (140g Berger VLD, H4350,) and have sum 1/2" MOA groups consistently. Maybe I just got a good one? The threaded barrel was also an added bonus since I have a new suppressor that has made it even more fun to shoot. Hope you get the kinks worked out.

My buddy changed the barrel on his because it wouldn't group. I ran my chamber reamer in there and the neck was not reamed properly. How is your brass looking after shooting?

Somebody sold you a "bill of goods" on the dial indicator. It proves/disproves nothing. Most actions will move in the stock a little when you tighten the action screws, but shouldn't after the torque specs are met.

No. Ended up putting a new Shilen barrel on it. Shoots 1/2 MOA at 100 yards with factory ammo now.
