Yo, Darth Maul may be "darker", but not the minless ruthlessness of Darth Sidious. Darth Maul actually has some moderation in his dark side rather than just mindlessly causing atrocities.His dark side is more subtle and somewhat more reasonable.
I guess that kind of makes him scarrier.
