But ... Russians landed on the moon plenty, just not with people and away before Americans, like ten years before. Both hard and soft landings were done by the Soviets first. And successful sample retrieval. So .... To say they suddenly stopped because they had less money or sucess than the US... that sounds a bit convenient, doesn't it?
Soviets did sample retrieval second, but either way, it is still very convenient. Just try to look into how the Soviets saw the idea of landing a man on the moon to take a stroll and make internal propaganda, I mean PR, which is what the moonlandings were about. Unless you have people long term there, the idea is really pointless in practice. For sample retrieval and pictures, autonomous systems/robots are safer and cheaper, even back then, and the pursuit of that develops even more technologies. Both sides knew that, both sides invested in those developments, though the USSR was already starting to go to shit unquestionably in the 70s so they slowed down a bunch. But for the time being and back to the point, the Soviets already had plenty for internal propaganda in terms of space exploration, so they didn't have much need for the extra PR. For them, it was one of multiple projects, and possibly not a critical or very interesting one. It was only American politicians and media who really framed the idea of a space race which "finishing line" would be landing a person on the moon. Probably because they had already realized they were behind in everything else, and they knew the soviets only had a minor interest in that particular goal. At first, it seems JFK tried to play the "let's explore the stars together" and supposedly proposed the US and the USSR to land 3 people on the moon together. Then Yuri Gagarin went to space without US involvement in the program, and JFK changed the tune. So it made sense to build their internal western block propaganda... sorry, it was rebranded when it applied to one's own team already by the time. It made sense to build their internal PR stunts around an objective their opponents weren't really working too hard on and didn't seem to care that much and do their best to achieve that one goal, even if in practice it was pretty subpar as an objective (exactly why the soviets were less enthusiastic about it). It was, indeed, very convenient.

Why did the soviet engineers not say (hey we can't waist money, time & developement for the N1 & its launch pands. So let's just use what we have, the soyuz. Give it 5 NK15 engine's & put the lander, the soyuz & the extra propulsion in orbit separately???) Even if the Soviets wouldn't have beaten the US to the moon they could have at least landed eventually, why did they not do that let alone think about that??!!!.
