- 1. Purpose of Collecting Jizya:
Jizya is a tax levied on non-Muslims (dhimmis) living under Islamic rule. The primary purposes of collecting Jizya are:
Protection and Security: In return for paying Jizya, non-Muslims receive protection and security from the Islamic state. This includes protection from external threats and internal lawlessness.
Exemption from Military Service: Unlike Muslims, who are required to participate in military service and defend the state, non-Muslims are exempted from this duty by paying Jizya.
Administrative Costs: The tax helps cover the administrative costs of running the state, including infrastructure, public services, and other community benefits.
2. Agreements Between Believers and Non-Believers Regarding Jizya:
Religious Freedom: Non-Muslims were allowed to practice their religion freely and maintain their places of worship.
Personal Safety: Their lives, property, and honor were protected under Islamic rule.
Legal Autonomy: Non-Muslims could maintain their own legal systems for personal matters like marriage, divorce, and inheritance.
Economic Contributions: Non-Muslims contributed to the economy through trade, crafts, and other professions.
3. Benefits for Non-Muslims Paying Jizya:
Protection and Security: Assurance of safety and protection from external threats and internal conflicts.
Exemption from Military Duty: Non-Muslims did not have to participate in military service, a significant burden lifted in exchange for the tax.
Legal and Social Autonomy: Allowed to follow their own religious and social customs without interference.
Stable Living Environment: The tax helped create a stable and secure environment conducive to economic and social prosperity.
4. Amount of Jizya Levied:
The amount of Jizya varied depending on the economic status of the individual:
Poor Individuals: Paid a minimal amount or were exempted entirely.
Middle-Class Individuals: Paid a moderate amount.
Wealthy Individuals: Paid a higher amount.
Historical records indicate that the tax was not burdensome and was adjusted according to the financial capability of the payer.
5. Why Zakat Was Not Imposed on Non-Muslims:
Religious Obligation: Zakat is a religious duty for Muslims, one of the Five Pillars of Islam, meant to purify wealth and provide for the needy within the Muslim community.
Different Social Contract: Non-Muslims were part of a different social contract with the Islamic state, which included Jizya as their form of contribution instead of Zakat.
Equitable Financial Contribution: While Muslims paid Zakat and were also subject to other taxes and charitable contributions, Jizya was the primary financial obligation for non-Muslims, balancing the financial responsibilities between the communities.
