Lol she is indeed a Death Core drummer lol, her name is Nao Kawakita, and she is the drummer from Maximum The Ormone.
It's more than an amusement park because it's a drummer who represent his/her region with that suit.
What has always stumped me since I first saw this video years ago is how this drummer manages to pump out a really solid performance in a suit that severely limits their upper body movement. I'm not a drummer myself, but I know a few of them and they all say they wouldn't be able to do it, and I'm frankly inclined to take their word for it...
I'm a drummer and I agree. It must've taken a lot of practice and it's likely exhausting. To me it looks like he's using more force to bring the sticks down than a drummer usually would. It's probably hell on their shoulders and elbows

Haha. This is Nyango Star, an apple possessed by the spirit of a dead cat. A lot of Japanese towns or areas have similar characters or mascots and they raise money for charities, promote the local area, local produce and so on.
Nyango Star represents and raises funds for his prefecture and home city Kuroishi, Aomori which is way to the north of Tokyo - nearly 700km or over 400 miles away. It is best known for producing apples, so his character is apparently an apple possessed by the spirit of a dead cat. I don't think anybody knows who is in the costume (you will have people saying it is the drummer from Maximum the Hormone - it isn't, for a start she is from Tokyo).
He gets the name from the sound a cat makes (here we might think meow, in Japan that might be nyan) and he is a drummer, so Nyango Star isn't so far off Ringo Star of The Beatles. I am told that ringo is also the Japanese word for apple.
There are videos of Nyango Star playing in a band with other mascots on guitar and bass. There are more of him covering well known rock and metal songs ... I have seen one of him dressed as Su-metal of BABYMETAL (wearing a wig similar to her hair style and a cloak similar to one she would wear for a couple of songs) covering her solo song 'Akatsuki'.

Nyango Star ('nyan' = basically 'meow' and 'ringo' = 'apple' in japanese + Ringo Starr)... A dead cat possessing an apple and using their legendary drumming power to honor and promote a small town in Aomori, Japan, that are known for their apple produce. That town's apples have thus become hugely popular.
Legend has it that Nyango Star's drumming skills are borrowed from Kawakita Nao. She's the drummer of Japanese nu metal punk band "Maximum the Hormone".

That's my assumption. [nod] I took a few piano classes in college, and the goal was to just know where the keys were, so you could play with your eyes on your music, like touch-typing. I imagine it's the same for drummers, past a certain skill level.

It could be someone just trying to pay the bills. However, sometimes top level performers will take silly jobs like this just for fun. Especially, if they can hide their identity. The drummer is obviously trained & experienced, but it could be any body in that costume.

Nyango Star's also in a band called Charamel with a Pear Fairy on vocals, a Demon Bear on guitar, and a Kappa Water Spirit on bass. They played the 55k seat Tokyo Dome in 2018.
