The problem of dropping the solar voltage when the output power is higher than input power can be solved easily, your solar's maximum power voltage is 38, you just need to give feedback to your controller from input, and set it at 34volt, when the solar voltage drops below 34 volts the pwm will also drops, and the solar voltage will stay at 34 volts.

To aap mera DIY USB tester wala video dekh ke ek Amp to volt converter bana lena, wo ampere ko voltage me convert karke output dega, to ek hi digital meter se aap Volt,Amp sab dekh payenge, Rotary switch aur cable kuch bhi change karna nhi padega. Aur usme current shunt ko bahot low resistance ka bana denge to measurement me koi voltage drop nhi hoga.
Mai isse 300watt solar panel pe connect ker ke 12 volt 3amp pe set kiya hun.. Converter ke niche ka IC garam ho raha h.. Jada lamba samay tak use kerne pe IC kharab to nhi hoga
