Ok so two mistakes with the title settings, one is Gta v i think you are playing at ultra settings and not very high settings, and other one is watch dogs 2, you are playing at ULTRA SETTINGS and NOT high settings, it is recommended to play at Very high settings instead of ultra settings ( no visible difference but a 10 fps jump on the very high settings)
I noticed that too. He was maybe playing in balanced power mode, because my laptop has 1650+ i7-10750H and using his same settings (with msaa x2) I get an average of 60-75 fps.

yes i will highly recommend you to undervolt it to 135-140mv and my temps went down to 85 at max and its rarely hit it but you can undrrvolt it more if you want i just found this one and it seems very decent for me you can also lower your boost clock by 200mhz or 100mhz (from 4ghz) it helps a little if you still have temps issues
Yes bro Try undervolting your cpu and clean your cpu and gpu fans and then try repasting the thermal paste in gpu gpu. You are gonna get much lower temps

First of all update the drivers of nvidia
Do you play in performance mode or not.
If you didn't than you can't get the same result as mine or better than mine because you have 16gb of ram
