i believe that Theo use a hybrid build, some DPS/SKILLS because his abilities and weapons are: SOCOM Mk20 SSR, Custom PF45, Hologram Decoys, Hacked Striker Drones and Hacked DZ Turrets And his SR rifle is doing a lot of dmg, more than you can get on a skill build, so he must have some reds in the build....just speculating, i know that the rules that we have for us player doesn't apply to AI. But if i was to make a Theo Parnell build i would have made a DPS/SKILLS hybrid with a lot of headshot dmg, some skills/sniper with Decoy and Turret. Biensur that MK20 is garbage [for us player, not for AI] because of the very high recoil and low accuracy, i would have use SSR1 that is a much better SR. About your Hard Wire... Im running 4 pcs HW but using the Combustor Chestpiece to add 1.5 m damage to each thrown skill and 10% AoK along with the BTSU Glove (which also adds skill cooldown). This allows you to throw constant stinger/cluster mines each with added 1.5 million explosion, so even if the hive isnt full its still doing dmg and the gloves also add overcharge on demand to you and teamates. This explosion also works with restorer/revive hive for a more team support role. Kind of hilarious killing trash mobs at a chokepoint with revive hive
I have a skill tier 6 capacitor dps pulse resistant build that’s 1 of my favorite load outs. All minor attributes are chc & chd. With the capacitor, I’m at 56% chc & 135chd, 100% pulse res, using ninja bag; 1 piece Walker, 1 piece Fox Prayers, 2 piece Yahl & 1 piece Fenris. I use artificer hive with decoy & im invisible for at least 5-8 minutes (as long as I’m within radius of my decoy) no further than 100m. 1 skill tier from Technician, 1 skill tier from Ninja Bag, rolled yellow core on Walker Mask, Fenris Holster, Yahl Chest & Fox Knees. Using Unbreakable on Chest. Only at 1 million armor, but have 2 red cores, 1 blue & 5 yellow cores, but my Capacitor hits like a Mack Truck 💯 Its the ultimate ninja build & you cannot be seen at all. You can swap Unbreakable for anything you like to hit even harder. Trauma works very well or Obliterate or Glass Cannon. I just run Unbreakable as a life saver since im only 1 mil armor.

Run stinger hive. It will refresh your other skill just like the shield. u have a WMP grande that will stack and add status effect, you then throw seekers fallowed by the hive. Ones you throw hive you automatically will get your seekers back, throw seekers, hive by then will be all out and ready to throw again with 2,3 stingers already set enough to just apply bleed or deploy next to you just to refresh seekers again. The b.p. Wyvern wear with creeping death skill damage & status effects. The point of the build is to catch NPC'S as the spawn out of doors and various other ways. As group of NPC'S come in to change set the trap & risen & repeat with foam & jammer with Blue screen, now if you can find the right group of friends then go terrorizing on the pvp community 😀 👍. Picario's Holster with skill tier & status effects Fox's Prayer knee pads skill tier status effects Contractor Gloves with status effects the Gloves knees & hoslter are charged with other skills for damage purposes.
Yeah, hardwire bp for pve, lets you spam double the amount of skills, that's before taking into account an overcharge. It's a no-brainer. Creeping death on a non-status build is "meh" at best and out right pointless with the disruptor pulse. (And for status builds only a foam build uses creeping. Fire eclipse uses the eclipse bp). And the chest... well... glass cannon China Light is preferred, thats an amp source and your seekers will do way more damage. The more skill damage sources you have the less each additional source will give you since all this skill damage is ADDED together, now if you lower your bloated skill damage just a wee bit but multiply it with 1.4 ... well... your numbers jumped quite a bit and the extra damage taken is a learning curve nothing else. And shield/healer hive + your spam skill is the way to go here its a reason those two are the most used for the last 5 years, be it seekers or disrupt pulse or fire chem or sticky. A shield lets you stand up with a T6 shield and do some poking while a hive will get your armor back up after taking a few return shots. (It goes without saying to not let your shield break and picking up the hive constantly). All in all; no reason to re-invent the wheel because you are bored. Hardwired healer on the other hand.... on a team where FI is wasted... not the most optimal healer but when you have a bunch of people constantly dying doing dumb stuff (reloading standing up, aiming while getting hit et.c.) those infinite chems and near-infinite revives are something else.
I hate to break it to you, but the pestilence is not dealing a status effect and ist not affected by such multiplers. It is only affected by weapon dmg and LMG dmg multipliers.

@ so when you kill npcs with the Strega the marks will spread and they will take amplified damage however your status effects will not trigger the Strega but your turrets will with the exception of the mortar. Your drone will also trigger it . I tested the mechanics before the new update they just added so unless something has changed this should remain true.
If your focus is destroying skills/proxies then technician is great. But if you really want to max out the damage debuff from the vile mask you need to run Demolitionist + china + grupo + status.
The Jammer pulse DOES do damage. I kill other skill builds with it all the time. I've had MANY Conflict matches with over 100 million damage with the Jammer pulse.
The Status Debuffe from the Vile mask is no joke & works with the Pesty very well. PVP damage with a Vile mask is one that I want to do some testing, foaming player's with the Vile mask is a dirty way to drop player's & NPC'S in D2.

Creeping death has a cool down so the Hardwire bp would be better right? you can still use China on like the gloves etc. Unless I'm not seeing it

Only deals dmg to skills
Only damages skills unless using vile mask (then damage is done to players/npcs). Also Damage done to skills are counted in conflict
