Потому что «счастлив» - это краткое прилагательное, не наречие. Краткие прилагательные тоже описывают временные состояния и качества :)

Счастлив is a short adjective, which we also use for some temporal emotions and qualities. But as it’s still an adjective, we use it with я :)
