There's some caveat's but that still holds up. A few states like NY, Florida prohibit open carry, but under its regulation the penalties vary - mostly it'll amount to you being hassled by the court and a police officer and the case inevitably dropped.
Google open carry on wikipedia and they'll bring it up. As long as you don't conceal it, load it, or "brandish" it you can carry it most places.
The kid's making a point, he's demonstrating clear weapon safety (his ammunition is loaded into magazines, that may be unnecessary based on that gun type, except to enforce legislature about ammunition carrying) and there's not much anyone can do about it. He's walking political commentary. Might be a little bit stir crazy, admittedly, but I respect what it accomplishes. His weapon management seems on point. If he feels the need to "patrol" his neighborhood or to demonstrate his rights, he can go right ahead. I think that's all it really amounts to.
