the female model/character has a collided areas and has the behaviour scripted as civilian, but the kids, as is not a model/character that is/can be loaded all the time there's no collision or scriptable behaviour, so in this cutscene, she(the kid) is basically a model/3d with animation, same with props in the game, it's nothing more than a 3d model without script.
I love how everybody just bunny hoping in cod games like its a source game but only if you have more than 340 in treyarch and 500 in recent Raven games, you will be still under the limit where the engine isn't behaving the normal way. So you move a bit slower when u bunny in CoD game that if you were running. If you wanna bunny and go as fast as the light just play any source game like dusk, CS go, quake titanfall apex etc, and some precise games integrated the lurch and strafe systems in their engine like doom
