  • We've invested so much in police departments as protectors that we have forgotten what it means to serve our communities, says Baltimore Police officer Lt. Colonel Melvin Russell. It's led to coldness and callousness, and it's dehumanized the police force. After taking over as district commander in one of Baltimore's toughest neighborhoods, Russell instituted a series of reforms aimed at winning back the trust of the community and lowering the violent crime rate. "Law enforcement is in a crisis," he says. "But it's not too late for all of us to build our cities and nation to make it great again."

    Though created four years ago, this lecture seems tailor-made for 2020. Will we listen this time?

      I really hope so. As a military vet after speaking with other military vets turned police in baltimore, they brought up their concern for the extreme lack of training for proper escalation of force, firearms proficiency, and hand to hand combat. All of which is standardized across military branches, but has absolutely no standard amongst police around the U.S.. I was extremely surprised to hear that every district trains differently and that many have policies where firearms proficiency and combat training are completely voluntary and most officers do not attend. =*(

      Anon War on Drugs isn’t racist it’s history. Reagon dumped drugs into black communities to criminalize the social justice movement. This set back black communities growth by several generations and a rebound is required. Getting drugs out of these neighborhoods is still important but it needs to be done in a more cooperative manner than by force.

      And I think that's the biggest issue right there. It's much easier for both sides to finger point and complain, than to sit down at the table and talk.

      The communities don't have the power over police. But the Police has power of the communities.
      As demonstrated in this TED talk, it is all up to the way the police treats the community, if it is with respect and care, it will get back only what respect and care gets you, which is respect and care back.
      If it treats the community with violence we also know what that forces the community to do back.
      The question we should ask ourselves is, why even with all the strong evidence the police still went to business as usual? What AGENDA behind this violent police is there? Is it racism? (sure it is) Is it red lining? (off course it is) ...
      The ELITE doesn't want citizens believing they are worth something, and they are part of something.
      Capitalism wants us all atomized, looking afraid through the window and thinking about the next stupid plastic gadget to buy online. A healthy community goes in the opposite direction of that.
      The ELITE, the 0,01% don't want that. They want to have control.
      They don't want to listen to nobody, they already know all they need to know.
      They are black, they are poor and we need prisoners in our privatized ( for profit ) jail system.
      So lets push them until they do something stupid and give us the pretext to jail them for life.
      SLAVERY is back!

      +GENERATION 1984 Touche. Police departments keep saying they want to move away from authoritarian policing and toward community-oriented policing, yet they continue favoring and hiring former military applicants. Most of these guys lack the social skills necessary to do police work, and being in the military only taught them how to shoot, subdue and wage war on citizens. It would be much wiser for departments to favor people with customer service experience.

      he may be a good man, but he doesn't understand the law, that prohibits him ... there is no such thing as reforming policy.... it doesn't matter what people think will work in their community.... the police are enforcing unconstitutional policies and don't even know it. He is talking about being a protector but he doesnt know that the supreme court says he actually cannot protect the citizen... THE POLICE CARS NO LONGER SAY, "TO PROTECT AND SERVE' They had to remove that verbiage from the squad car.... Wake up Mr Policeman... you are not "Law Enforcers"... you are enforcing the Policy Enforcers fo yo masta.... This good policeman has access to the law, he can look it up... those churches have historically done very little.... go into the hood, it has never changed... beauty shops, convenience stores, nail salons and churches... The IRS calls registered and unregistered churches are 501 c 3 governmental agencies... let's not call them churches... they must obey...

    He is so right about churches. We stopped going to a church in the 90s because it was a commuter church. Most members were from elsewhere outside of the community. The pastor left eventually too because he got tired of getting stopped in trying to serve the community. A parishioner even told the pastor "You've been trying to make this church black since you got here". As a kid, I've never been more proud of my dad standing up to that person and saying its the community, we are called to help. We eventually left too, after some funding for inner urban ministry got cut. My dad got exhausted fighting the racism and chose to use his talents elsewhere. That church eventually died, meaning it closed up with no new members. Churches need to do better.

    This excites me tremendously. The potential growth and stability in a society where such attitudes and customs are adopted, to take the community in rather then separating and punishing... Who knows what might come from this.

    Police definitely need to be reformed. They do need to get the trust back from the people; the only way is to join Commander Russell in his campaign on the Police reform speech. I give two thumbs up; Job was well done.

    I truly enjoyed all the comments...both respectful and ugly. Everything from D Raz wondering if it was a Freudian Slip to which Bill keenly read between the lines - the all too often donut comment - the NOT I love the police posts - the Bruh get pants to fit (I had lost 13 pounds from the stress of the uprising within the 1st 2 wks) - Bunny - President - to my absolute favorite from TheAnnoyingGunner D Blacks. D Preachers ... I truly appreciate everyone of them as they either propel me to keep pushing for real unity or they drive me to pray harder where I gain more strength to keep pushing. Real peacemakers never quit because it gets rough. For the called it really isn't about the money (as soon as I retire I get a raise) it's about seeing and making the lives of those you serve better.     First priority: end the inhumane war on drugs and the use of drugs.

      +Trond-Arne Ausdal It is not about the drug users; it is about the distributors. The drug trade is a crime fueling, tax evading, social degrading system. What is ridiculous is thinking you can rule out the drug market but to mitigate the succession is possible and that is what the system really attempts to do.

      Drugs could and should be regulated in a way similar way to alcohol and tobacco.
      If we manage to do that the use will gradually decrease and the black market for selling and buying drugs will disappear.
      Look to Portugal, where they've decriminalized even large amounts of drugs for personal use.
      Drugs is a heart/social issue more so than criminal problem.

    I agree 100% with him, and truly hope that the Baltimore situation get fixed asap.
    And this really should be apply all over the world, a community center in each neighbor with all kind activities and free educational courses will boost it greatly AND makes a whole lot safer and just.. happier!

    It would be great to have this man speak two law enforcement directly as a part in their training or something needs to be done my son's been beaten and nothing's being done worse than that many have been killed by officers who are supposed to trust they wonder why they are not trusted and it's unfair to the one who do do their job with integrity the ones that don't stick together and they all hide behind each other we need to change

    There REALLY needs to be a reform! There have been human rights violations made by police officers on civilians for DARING to exercise their 1st Amendment, filming in public, open carrying guns LEGALLY, and even calling police names if they stepped out of line. Seriously, I've saw videos of police officers asking for IDs, even though they haven't told them they were accused of committing a crime. And I've seen police officers telling them that, ''Oh, you're trespassing'' despite filming in PUBLIC PLACES!!!
    We need to tell them that we have rights! And it doesn't give them the right to dictate what we can or cannot say or film! Filming is legal! So is swearing at police!

      the fact you're using terminology like "them" and "dictate" is part of problem of not listening and coming together as a community. stop pointing fingers and start uniting. the root of all issues is not listening just hearing what satifies the silence of truth! policing is a career that many women and men choose in true purpose of serving the community....walk up speak to an officer not call them names just to prove a point for visual entertainment.

      Susan fromBflo no we don’t. The community plays no role in conducting investigations. The community needs to participate in the criminal prosecution of the criminals who victimize them. If they want to improve communities be willing to cooperate with the police and testify in court.

    This is it. This is the blueprint. If a community is healthy and not wanting if children have not only a good education but a safe space and encouragement from their peers the crime rate will lower automatically. Crime comes from disparity and from moments of irrational passion. If you take care of those things you take care of the people you make sure those people have an outlet Make sure those people are heard you make sure they don't feel desperate You won't have crime. I think we could all learn a few things not just from this TED talk but also from looking at how the Amish take care of their community.

    In india a police chief suggested Yoga and Meditation for his police officers in order to benefit their health and improve their behaivor during stress situations and they got a positive respond from the community : D so it seems to work

    Blue wall needs to be torn down. Accountability should be their primary concern if they are government agents. Public police are shown to deal much more collateral damage than the newer private police agencies that are held to a higher standard. Because if they're not they don't get paid.

    Gosh. I spent all the video time wondering on and off if he was a stand-up comic (honest to truth I was) coz it seems too good to be true. Then I read the Ted speech. He fucking IS true. Man, if I was sure to have him as a boss I'd jump the fence and enrol now. As of today, 2.2K views, that's pathetic (and says a lot about what interests ppl so no wonder we're in the cagga. He should go on Ellen's show so that really everybody hears what he's gotta say. So so hard to find someone who's got balls AND heart. Respect, man, BIG respect.     It's mostly the communities fault if they want to live in a good city because there's like what 100-200 cops in each city vs like 1,000 people. They have to all come together and talk things out with each other and cops should start events with them so they can all be together talking about what needs to fix. I do believe Baltimore will be good again if there's more people like this guy living in that city.

    I had a argument with my dad who is a retired cop and said somthing along the lines of, " you know a police officer's job to protect and serve doesn't mean protect and serve other police. It's to protect and serve thier community" He responded with, "If you beileve that you're an idiot" No lie.

    first thing to do is get greed out of the system. no more for profit prisons. no more seizure and forfeit laws. and how about some accountability for a change. even when it is possible to sue, its usually paid for by taxpayers. rediculous

    Honorable and inspiring IF not just a political speech on a TED soap box. The skeptic inside wonders, and if it is as claimed, the optimist in hiding is saddened that such profound significance diligently pursued so quickly discarded and dismissed in disuse. An impassioned individual can accomplish great things for short periods, but laziness lacks vision and is far easier to find. Visionary's are needed but are often corrupted and those holding to higher purpose killed. IMO-the realist observing.

    "We The People."
    Start paying close attention to who we are voting for that want to be our law makers.
    Not just Federal or in our States that we live in only.
    Our Communities, and in Our Districts, and in Our Towns and in Our Cities, and in Our Counties.
    Those are the roots where we need to especially pay close attention to.
    California and everywhere in California,
    Is a perfect example of where and what happens when Communities completely neglect paying any close attention to who've they voted for as their law makers all the way up into the State level.
    And instead of getting to the roots of where they need to start at to begin reform,..
    They are abandoning and moving into neighboring States and repeating the exact same mistakes as they had done before.
    Reform will only work when we research and learn the backgrounds of whoever is wanting and trying to be or retain being our Lawmakers.
    And ask them the most important question that we all have forgotten to ask,..
    "Why do you want to be Our Lawmaker?"
    It's simple to ask, and if they make it difficult to answer.
    That should be more than enough to know for ourselves, that they are completely unqualified to be Our Lawmakers.

    If communities want change with their police it needs to start with them as well. It goes both ways. Can't want a police department that treats them fairly if the community doesn't do it to them.

      Yea, it goes both ways. But it starts with the ones holding the guns, whether you like it or not. This bloke didn't wait for the community to pat his back, he went across with his heart. And he got it given back to him because he did, not because "it must go both ways". Ppl like you will never get it right, not enough of everything that counts. Including balls.

    A nation or countries service should be run by experienced service personal that understand the local comunity. Sadly its run like a business for profit by people who have NO interest in the community or THOSE that serve them. This keeps every service at war with each other fighting for the TAX PAYERS money that funds them. Every General, Police commisioner, air marshal, fleet commander, intelligence director...... Would agree

    One of the most telling problems in Police/Law Enforcement recruitment is that we think its good to hire former Military personnel. These men are warriors who fight wars. They are broken and built up to see their employment as a mission, their shift start and duty station as a deployment and those in that neighborhood - duty station, as the enemy.
    I am convinced that we have to stop hiring military officers who desire for the battlefield. They desire that lifestyle because it is an easier way to function and think. They don't have to think things through about shooting the enemy. Why do you think they want the biggest guns, the hummers, the rams, the paramilitary equipment?
    Stop hiring soldiers.

      No we don't. In my country, police has divisions. For example police officers that enforce traffic laws don't carry guns, tasers, or any other weapons. They have no responsibility above giving tickets and calling for backups. They can't even arrest you, haha, unless you're drunk. And those who have the responsibility of carrying guns, don't run around on the streets. It's a lot safer if you ask me. I've never seen or heard of a police shooting here... You can unburden the normal police officers on the streets.

      I think he is right because when your neighbors music is too loud, it doesn't make a valid reason to call the police. The police could've helped someone seriously in trouble at this time.
