The F-16 sales were initially blocked due to Turkey purchasing Russian anti-air equipment. They wanted them, and the opportunity presented itself.
That's because the US refused to sell the patriot missile system to Turkey.
Thanks to all wise senate members, US refused to sell it multiple times prior to Russian equipment purchase. Don't sell F16's and then Turkey is going to buy it from another supplier. It is easy to understand.

Mr. Paul omitted one important small detail. The Unites States took a 3 billion dollar deposit from Turkiye for the sale of these planes a few years ago and refused to deliver the planes or return their deposit until Turkiye agreed to allow Sweden to join NATO.

There was an agreement made. A legal agreement. If this agreement is breeched then it will add to the growing perception that the US is most untrustworthy as it does not keep its word. Mr Paul is also making some statements here concerning the Palestinians and October 7th. I would like him to take a look at the recent map of Palestine and comare it to the 1947 map and then revise his statement concerning the Oct 7th incident. He should also have a look at the UN decree of 1967 to confirm his revised opinion. That an occupied people has the right to defend itself.
There is no agreement, let alone a legal one. If you want you sell, if you don't want you don't have to sell. There is no final agreement, only a letter of intent. The deal will be made after they agree on the price and terms.
