Veronica actually didn't mean to kill Heather. She said no to the Draino her boyfriend wanted to give her, but accidentally picked up the wrong mug. When JD saw this he just left Veronica's orange-milk concoction on the counter because he was hoping Heather would drink it and die. Veronica didn't notice this switch until Heather took a crash landing through a glass coffee table.
I don't care how mean she was, Sarah Michelle Geller was insanely sexy in Cruel Intentions...literally. ;)

Definitely glad Heather Chandler is high up on the list. I definitely think she's meaner in the Musical, since she's seen more than in the movie, but great list!
