If you are using the Restream Live studio, then yes you can upgrade to FULL HD with a paid tier. If you are streaming with OBS or another software, then no. In this case, Restream only relays your stream. You would have to change your settings inside the software you use to livestream to have a higher bitrate / resolution.
That should in fact be possible even with the free version in the restream live studio. You will, however, have a watermark in the free & standard tier.

You can't at the moment live studio is 16:9 for a 9:16 stream you have to use obs studio.
