Burgess was the definitive Penguin. He was cunning, sophisticated and ruthless. I wish more modern versions of Penguin embraced the camp comic nature of The character more, instead of making him into a genetic mob boss.
Among the many things I loved about Burgess Meredith's Penguin was the fact that he always referred to "THE Batman," in the manner of the original comics. Meredith was an accomplished dramatic actor; it would have been interesting to see him play a more serious version of the Penguin, in which the killer that lay beneath the comic surface was allowed to show itself from time to time.
There's an interesting story behind Penguin's distinctive laugh. When Burgess Meredith took on the role of Penguin, he had quit smoking years prior but the part required him to smoke cigarettes. Meredith didn't want a blow a take whenever the smoke was caught in his throat so instead, he exclaimed "Waugh, Waugh, Waugh !".
And to think, this was only 10 years before he was Mick in the movie Rocky. Can you imagine how funny it would have been if there was a behind the scenes moment where it showed Burgess acting like The Penguin when he would be training Rocky, and what he would have said to him?
Burgess Meredith as The Penguin made the most episode appearances of any villain in the Batman TV series 1966 to 1968. He appeared in 20 episodes which is a lot considering the large variety amount of different villains that appeared in the TV series 3 season run.
I had no idea that this guy was The Penguin and Mickey from Rocky. I recently watched his WWII training film the Rear Gunner and when I saw him on a Facepage post just now I said, hey that's the guy from that training film... wait, he's also all those other guys??? the more you know!!!!
my school is doing Bat-Hamlet for the spring play and our theater teacher is sending us clips from the 1966-1968 Batman and other Shakespeare productions but little does she know I have watched every single episode of this show

Depends on which version of Penguin you like. If you prefer a somewhat campy gangster go for Meredith. If you prefer a more gothic villain go for Devito. Both performances were good so it is just who you prefer.
