@@tomhenry897 Murder requires an _intent_ to kill. Manslaughter merely requires negligence, namely failing to prevent a death one causes. It's actually quite tricky to prove intent to commit murder, especially when no one even died.
I'm not saying whoever screwed those doors shut _didn't_ intend to kill; I'm just saying it's difficult to prove what someone was _thinking._

More needs to be done. Fines are fine when inspectors catch the infraction but when people are trapped in a building someone needs to go to jail.
They need to be sued by the tenants!! This is a serious tragedy waiting to happen. Pure negligence!!!

I wonder why there are no criminal charges pending against building management? If someone had died, they would have been charged with manslaughter.
A class action lawsuit from the tenants to the property owner will get something done and maybe even a new property management in the city of Cleveland.
I've worked in fire protection for over 20 years. Apartment buildings are the absolute worst in fire safety when it comes to the management companies. I can write pages of violations and recommendations during an inspection, only to write the same things a year later. I was glad when we switched to electronic record keeping, because all I had to do was change the date on the inspection reports, the violations were still the same. But I think the big problem is that apartment buildings change management companies so often, they ignore the issues and wait to push the problems on the next management company.
Management companies shouldn't be getting fined, registered owners should, and it should be an appreciable portion of the fair market value for repeat offenses.

I hope there is criminal liability for those that ordered or decided to screw that door shut. Fines or violation citations are totally inadequate to address such clearly dangerous actions. People. .......this is what happens when you do not properly support those enforcing the fire codes. This is how saving money on taxes results in unnecessary deaths.

They write their reports and are ignored. Without a budget for ENFORCEMENT, without municipalities having the political willpower to go after landlords, nothing will change.
@@xheralt Fire marshals usually have the ability to condemn a property without much special enforcement required. Sheriff shows up and locks the doors. The landlord will fix shit quick when the rent checks stop rolling in.
I think a year of free rent and utilities for all tenets would be just compensation along with coverage for smoke damage. CFD should swear out arrest warrants on maintenance staff for endangerment of renters along with CEO’s in Canada. When they come for a vacation in the states, oh, you have outstanding arrest warrants in cleveland, please come with us.
they would never arrest a ceo or anyone who might actully be responsible, thoes folks got tons of money all they need to do is make a small "donation" to make it go away, probs make some scape goat or something lmao.

Will the building have to appear in court? Does the court have enough space to accommodate a building? Would it not have been more reasonable if the owners of the building were cited, rather than the building itself?
Any one living in such a building needs to at least every week or two walk their fire emergency route make sure doors are clear, accessible and functional. The door in this case could have been a screwed shut months or even a year before and nobody knew. Looks like they need more fire Marshals
I don't care if current building management or owners or previous ones blocked an exit by screwing the door shut it should've been rectified if one tenant aside from a unit or floor where the fire started passed away or received additional injuries due to the exit being sealed shut the owner/management company should be held liable and despite everyone making it out safe they should still be held liable. I would file a suit for up to 2 years in building dues because I'm sure a building HOA type thing exist in the building for amenities and maintenance.
Back in the early 80’s my High School had a 2 story 6 classroom, 4 bath, a Chapel and Science Lab addition built and the exit/fire doors were ALWAYS chained closed ALWAYS!!
Why were the doors screwed shut???? Did management/ owners not want people to use them?? If so there are other options, like putting alarms on the doors.

Someone locally screwed the door(s) shut and locked some. That person should be sent to jail. And the owners hit with a VERY steep fine.

So will tenants have to self-inspect every couple of weeks and then complain to the fire inspector multiple times per week until something is done? Do they need to sue? Will they need to carry bolt cutters and shotguns to destroy illegal locks immediately when they are found? Yeah, I like that last idea. Destroy immediately upon discovery.
I am willing to bet money they were screwed shut like this because of tenant complaints about people using them to enter the building....
City building inspectors and the fire marshal need to inspect every building that is owned and managed by these people. Thank God this wasn't tragic.

Fines do not do anything! Jail time and absolute bans on owning certain things with punishment of jail is the only way it seems like.
